The Drinking Water Revolving Loan Fund (DWRLF) was created to assist public water systems in financing needed drinking water infrastructure improvements (e.g., treatment plant, distribution main replacement, storage facilities). The DWRLF is administered by the Louisiana Department of Health's Office of Public Health. The program provides low-interest loans for the construction of eligible water system projects. As loans are repaid, money is available to be used again for new loans - a true revolving fund. The program provides a significant financial incentive for public water suppliers to upgrade treatment facilities to meet current and future regulatory requirements designed to protect public health and to rehabilitate and/or replace aging infrastructure.
